The Committees



Part III Section 16 clause (3) gives the Conference powers to delegate its work through committees and it is in this regard that the NCC has divided its work into eleven (11) committees that shall debate and make recommendations on the provisions in the Mung’omba Draft Constitution. The Committees are; General Constitutional Principle, Citizenship, Human Rights, Democratic Governance, Executive, Legislative, Judicial, Local Government, Public Service, Public Finance and Land and Environment Committees.

Each Article in the Mung’omba Draft Constitution is a term of reference for one of the committees.

The Committees shall make recommendations in line with their terms of reference but their resolutions shall only be binding once adopted by the plenary.

There are also three (3) housekeeping and technical committees. These are the General Purposes Committee, Disciplinary and Drafting Committees. 

The NCC is comprised of 11 separate committees, each performing a necessary function to represent and guide the organisation. Men and women from many different background and occupations are members of these committees, from bankers and traditional leaders to politicians and lawyers.

Each of the committees focuses on addressing specific issues in the constitution, using expertise and communication to provide a comprehensive review for the constitution.
